OVERVIEW: To support daily living and strengthen social connections for individuals at risk of dying alone, Ulsan Jung-gu District Office (Mayor Kim Young-gil) is providing “Local Life Coupon” that can be used at participating local Good Stores and Sharing Stores. Jung-gu previously conducted a needs assessment for single-person households in the area, and identified 120 individuals from low-income or reclusive households as part of a high-risk group. These individuals were selected to receive support through the initiative.

Jung-gu Ulsan Provides “Local Life Coupons”
for Individuals at Risk of Dying Alone: The “Local Life Coupon” is a rechargeable prepaid card that can be used up to four times between May and December, with ₩50,000 provided per round. The coupon can be used at approximately 58 participating “Good Stores” and “Sharing Stores” across Ulsan Jung-gu. These include daily-life businesses such as public baths, hair salons, laundries, side dish shops, pharmacies, bakeries, and restaurants — all of which have signed partnership agreements with the district office.
Through this program, Ulsan Jung-gu aims to support the everyday lives of socially isolated individuals, encouraging them to go out and interact with the community to reduce feelings of isolation.
In addition, the district will regularly monitor usage patterns and card activity to check in on recipients’ well-being and assess their evolving welfare needs, enabling more tailored support in the future.; Meanwhile, Ulsan Jung-gu is actively expanding its welfare safety net through various initiatives, including the identification of blind spots in welfare services, crisis response assessments, and well-being check-in services using ICT technologies and the “Jonggatchip Community Monitoring Team.”
Additional efforts include programs to improve living environments, initiatives to build social connection networks, emergency assistance, and unclaimed belongings management for the deceased without family.
A Jung-gu official stated: “We will continue to strengthen our cooperative partnerships with Good Stores and Sharing Stores, who help expand the culture of giving by regularly donating to support those in need. Through these joint efforts, we aim to help individuals at risk of dying alone reconnect with their communities and escape social isolation.”
